BERAKAS GARISSON, Thursday, 27 January 2022 – Royal Brunei Land Force (RBLF) participated in the Virtual Technical Seminar on Biosafety and Biosecurity hosted by the Network of ASEAN CBR Defence Experts’ Secretariat and the Armed Forces of the Philippines. The one-day event was attended by the ASEAN Chemical, Biological and Radiological Defence and Technical experts from all 10 ASEAN Member States.
Representing the Ministry of Defence and Royal Brunei Armed Forces were Lieutenant Colonel Doctor Isehardy bin Murni, Senior Medical Officer, Medical and Health Services RBLF, Major Abd Rahim bin Hj Adris, Officer Commanding of Chemical, Biological, Radiological and Explosive Defence Unit, Support BattalionRBLF (CBRE Def Unit, Sp Bn RBLF) and Lieutenant Ak Muhd Masduqi bin Pg Hj Damit bin Pg Hj Damit, Search Troop Commander of CBRE Def Unit, Sp Bn RBLF. Also in attendance during the virtual meeting were representatives from Ministry of Health Brunei Darussalam.
The meeting was officiated by Major General Rene S Diaz Paf, Deputy Chief of Staff for Logistics, J4 Armed Forces of the Philippines. In his keynote address, he highlighted the battle against COVID-19, where Biosafety and Biosecurity are of vital importance for the safe handling of infectious biological agents and preventing exposure risks to human health and the environment due to mishandling in the laboratory.
The meeting continued with a series of presentations on Biosafety and Biosecurity experiences shared by ASEAN member states. The meeting concluded with a discussion on Biosafety and Biosecurity best practices as well as proposed outlines for the first draft of guidelines to be standardised amongst the ASEAN member states.
The Network of ASEAN CBR Defence Experts was established in October 2018 based on the outcomes of the 12th ASEAN Defence Ministers’ Meeting (ADMM). The aim of the platform is to strengthen regional counter-terrorism preparedness and cooperation against Chemical, Biological and Radiological threats.

BERAKAS GARISON, Khamis, 27 Januari 2022 - Tentera Darat Diraja Brunei (TDDB) telah menghadiri Mesyuarat Virtual Technical Seminar On Biosafety And Biosecurity yang telah dipengerusikan oleh Network of ASEAN CBR Defence Experts‘ Secretariat dan Angkatan Tentera Filipina. Mesyuarat tersebut dihadiri oleh pakar-pakar Pertahanan Kimia, Biologi dan Radiologi dari negara ASEAN.
Hadir bagi mewakili Kementerian Pertahanan dan Angkatan Bersenjata Diraja Brunei (ABDB) ialah Leftenan Kolonel Doctor Isehardy bin Murni, Pegawai Perubatan Kanan, Khidmat Perubatan dan Kesihatan TDDB, Mejar Abd Rahim bin Hj Adris, Pegawai Memerintah, Unit Pertahanan Kimia, Biologi, Radiologi dan Letupan, Batalion Bantu TDDB (Unit Pthn KBRL Bn Bantu TDDB) dan Leftenan Ak Muhd Masduqi bin Pg Hj Damit, Ketua Terup Geledah, Unit Pthn KBRL Bn Bantu TDDB. Turut hadir menyertai dalam mesyuarat tersebutsecara maya ialah perwakilan daripada Kementerian Kesihatan Brunei Darussalam.
Mesyuarat dibuka rasmi oleh Mejar Jeneral Rene S Diaz Paf, Deputy Chief of Staff for Logistics, J4 Armed Forces of the Philippines. Dalam ucapan beliau, beliau menekankan usaha dalam memerangi COVID-19 dimana Biosafety dan Biosecurity adalah penting dalam pengendalian agent biologi yang berjangkit dan dalam mencegah risiko pendedahan kepada kesihatan manusia dan alam sekitar akibat kecuaian yang berlaku di makmal.
Mesyuarat diteruskan dengan sesi plenari yang membincangkan pengalaman negara-negara ASEAN dengan kejadian Biosafety dan Biosecurity. Mesyuarat juga membincangkan draf pertama garis pandu yang akan diselaraskan oleh negara-negara ASEAN nanti.
The Network of ASEAN CBR Defence Experts telah ditubuhkan pada bulan Oktober 2018 melalui hasilperbincangan Mesyuarat 12th ASEAN Defence Ministers’ Meeting (ADMM). Objektif utama platform ini adalah untuk mengukuhkan kesiapsediaan dan kerjasama sesama negara di rantau ASEAN dalam menangani ancaman Kimia, Biologi dan Radiologi.
