PENANJONG GARRISON, Thursday, 20th November 2025 – The Royal Brunei Land Forces (RBLF) conducted the Rehearsal of Concept (ROC) Drill as part of the preparatory phase for Exercise Semangat Waja 08/26 (Ex SW 08/26), scheduled to take place from 21st to 30th January 2026. The ROC Drill was held at the Signals Training Wing, School of Infantry RBLF, Penanjong Garrison from 17th to 19th November 2025, involving the participation of various national security agencies and stakeholders.
The ROC Drill serves as an essential planning platform to refine the exercise concept, strengthen the understanding of roles and responsibilities among all participating agencies, and ensure proper coordination between formations, units and organisations ahead of the Command Post Exercise (CPX) and Field Training Exercise (FTX) phases.
Ex SW 08/26 highlights the strong cooperation between the RBLF and national security agencies, including the Royal Brunei Police Force (RBPF), the Royal Customs and Excise Department (RCED), the Narcotics Control Bureau (NCB) and the Gurkha Security Unit (GSU). This collaboration reflects a comprehensive Whole-of-Government approach, which is crucial in addressing modern security challenges that are increasingly hybrid and multi-domain in nature.
The involvement of these agencies and stakeholders plays a vital role in ensuring a thorough preparation for the CPX and FTX. Each agency contributed its respective expertise in shaping the exercise scenarios, covering aspects such as maritime security, border control, intelligence, internal security and the protection of national critical infrastructure. Their contributions further strengthened the hybrid threat dimension of the exercise by incorporating non-traditional elements such as smuggling activities, organised crime, syndicate networks and information-related threats. This extensive cooperation enabled the development of exercise scenarios that are realistic, comprehensive and aligned with the RBLF’s operational requirements.
In addition to the security agencies, this exercise is also supported by two major national energy sector entities, Brunei Shell Petroleum (BSP) and Brunei LNG (BLNG). Their involvement ensures that scenarios related to the protection of Critical National Infrastructure (CNI) are conducted with greater realism and in accordance with established safety and operational standards of the national energy industry.
The ROC Drill serves as a key milestone to ensure that the conduct of the actual exercise will be carried out safely, effectively and in line with the strategic objectives set for Ex SW 08/26. The RBLF expresses its deepest appreciation to all participating security agencies and stakeholders for their continuous support. Through the detailed preparations conducted during this ROC Drill, Ex SW 08/26 is expected to further enhance the nation’s defence readiness and strengthen the collective commitment towards realising the exercise slogan, Defending the Abode of Peace.

REHEARSAL OF CONCEPT (ROC) DRILL BAGI EKSESAIS SEMANGAT WAJA 08/26
PENANJONG GARISON, Khamis, 20 November 2025 – Tentera Darat Diraja Brunei (TDDB) telah melaksanakan Rehearsal of Concept (ROC) Drill sebagai sebahagian daripada persiapan awal Eksesais Semangat Waja 08/26 (Ex SW 08/26) yang dijadualkan berlangsung dari 21 hingga 30 Januari 2026. ROC Drill ini diadakan di Cawangan Latihan Semboyan, Sekolah Infantri TDDB, Penanjong Garison dari 17 hingga 19 November 2025, yang melibatkan penyertaan menyeluruh daripada pelbagai agensi keselamatan serta pihak berkepentingan.
ROC Drill ini merupakan platform perancangan penting bagi memperincikan konsep pelaksanaan eksesais, memantapkan kefahaman peranan setiap agensi, dan memastikan penyelarasan antara formasi, unit dan organisasi dapat dilaksanakan dengan teratur sebelum fasa Command Post Exercise (CPX) dan Field Training Exercise (FTX).
Ex SW 08/26 menyerlahkan kerjasama erat antara TDDB dan pelbagai agensi keselamatan negara yang terdiri dari Pasukan Polis Diraja Brunei (PPDB), Jabatan Kastam dan Eksais Diraja (JKED), Biro Kawalan Narkotik (BKN) dan Pasukan Sekuriti Gurkha (PSG). Penglibatan keseluruhan ini mencerminkan pendekatan Whole-of-Government komprehensif yang penting dalam menangani ancaman keselamatan moden yang semakin hibrid dan berbilang domain.
Penglibatan agensi keselamatan dan pihak berkepentingan dalam ROC Drill ini memainkan peranan penting dalam memastikan persediaan yang rapi bagi pelaksanaan CPX dan FTX. Setiap agensi menyumbang kepakaran khusus masing-masing dalam membentuk senario eksesais, termasuk aspek keselamatan maritim, kawalan sempadan, perisikan, keselamatan dalaman serta perlindungan aset kritikal negara. Sokongan mereka turut memperkukuh dimensi ancaman hibrid dalam latihan, dengan menambah elemen bukan tradisional seperti penyeludupan, jenayah terancang, aktiviti sindiket dan ancaman maklumat. Kerjasama menyeluruh ini membolehkan senario eksesais direka dengan lebih realistik, komprehensif dan selaras dengan keperluan operasi TDDB.
Selain agensi keselamatan, eksesais ini turut mendapat sokongan penuh daripada dua entiti industri tenaga utama negara, iaitu Brunei Shell Petroleum (BSP) dan Brunei LNG (BLNG). Penglibatan kedua-dua organisasi ini memastikan senario perlindungan aset kritikal negara (Critical National Infrastructure – CNI) dapat dijalankan secara lebih realistik, selaras dengan piawaian keselamatan dan operasional industri tenaga negara.
Latihan ini seterusnya memastikan pelaksanaan eksesais sebenar dapat dijalankan dengan selamat, berkesan dan mencapai objektif strategik yang ditetapkan. TDDB merakamkan penghargaan yang mendalam kepada semua agensi keselamatan dan pihak berkepentingan atas sokongan penuh yang diberikan. Melalui persiapan rapi ROC Drill ini, Ex SW 08/26 diharap dapat meningkatkan kesiapsiagaan pertahanan negara serta mengukuhkan komitmen bersama ke arah merealisasikan slogan eksesais iaitu Defending the Abode of Peace.
