
SINGAPORE, Tuesday, 11 October 2022 – Brunei Darussalam attended the ASEAN Defence Ministers’ Meeting-Plus (ADMM-Plus) Chemical, Biological and Radiological (CBR) Conference held from 11 October 2022 until 12 October 2022 at the Shangri-La Tower Ballroom, Singapore.
The conference was officiated by the Permanent Secretary (Defence), Ministry of Defence, Singapore, Mr. Chan Heng Kee. The Brunei Darussalam delegation was represented by Lieutenant Colonel Mohammad Ghazali bin Haji Hussin, Royal Brunei Land Force Headquarters, Dr Norhermy Hidayat binti Ahmad Sah, Directorate of Defence Policy, Ministry of Defence and Captain Nur Shazeerah binti Radinkanoro from the Support Battalion, Royal Brunei Land Force.
The conference, organised by the Secretariat of the Network of ASEAN CBR Defence Experts, was attended physically and virtually by representatives of the ADMM-Plus, as well as international agencies which included International Atomic Energy Agency (IAEA) and Organization for the Prohibition of Chemical Weapons (OPCW).
Delivering the Keynote Address was the Under-Secretary-General and High Representative for Disarmament Affairs, United Nations, Ms. Izumi Nakamitsu. In her address, she highlighted the United Nations’ efforts to strengthen international cooperation and global norms in addressing evolving CBR threats.
With the theme ‘A Holistic Approach to Addressing CBR Threats’, this year’s conference examines the scope of surveillance, detection and diagnosis of CBR threats, response and recovery in CBR incidents and forensics and use of new technologies in CBR field.
During the conference, CBR experts in their respective fields from Republic of Korea, India, Australia, Japan and USA, delivered presentations. As part of the program, the delegation also had the opportunity to visit the Chemical, Biological, Radiological and Explosives Defence Group (CBREDG), Singapore Armed Forces (SAF).
Recognising the need for ASEAN to better address non-traditional security challenges, the Network of ASEAN CBR Defence Experts was approved by the ASEAN Defence Ministers’ Meeting in 2018 during Singapore’s chairmanship to strengthen regional cooperation against CBR threats. Over the last three years, the Network has brought CBR Defence Experts from ASEAN Member States together through workshops, meetings and tabletop exercises.


NEGARA BRUNEI DARUSSALAM MENGHADIRI PERSIDANGAN ASEAN DEFENCE MINISTERS’ MEETING-PLUS (ADMM-PLUS) KIMIA, BIOLOGI DAN RADIOLOGI
SINGAPURA, Selasa, 11 Oktober 2022 – Negara Brunei Darussalam telah menghadiri Persidangan ASEAN Defence Minister‘s Meeting-Plus (ADMM-Plus) Kimia, Biologi dan Radiologi (KBR) yang berlangsung pada 11 Oktober 2022 sehingga 12 Oktober 2022 bertempat di Tower Ballroom, Shangri-La, Singapura.
Persidangan pada tahun ini telah dibuka rasmi oleh Setiausaha Tetap (Pertahanan), Kementerian Pertahanan, Singapura, Mr. Chan Heng Kee. Mewakili Negara Brunei Darussalam ialah Leftenan Kolonel Mohammad Ghazali bin Haji Hussin, Markas Tentera Darat Diraja Brunei, Dr Norhermy Hidayat binti Ahmad Sah, Jabatanarah Dasar Pertahanan, Kementerian Pertahanan dan Kapten Nur Shazeerah binti Radinkanoro, Batalion Bantu Tentera Darat Diraja Brunei.
Persidangan tersebut yang dipengerusikan oleh Sekretariat the Network of ASEAN CBR Defence Experts telah dihadiri secara fizikal dan secara maya oleh perwakilan-perwakilan daripada ADMM-Plus serta agensi-agensi antarabangsa termasuk International Atomic Energy Agency (IAEA) dan Organization for the Prohibition of Chemical Weapons (OPCW) secara maya.
Ucaptama bagi persidangan tersebut telah disampaikan oleh Under-Secretary-General and High Representative for Disarmament Affairs, United Nations, Ms. Izumi Nakamitsu. Dalam ucapannya, beliau menekankan usaha Pertubuhan Bangsa-Bangsa Bersatu (PBB) untuk mengukuhkan kerjasama antarabangsa dan norma global dalam menanangani ancaman KBR yang semakin berkembang.
Dengan tema ‘A Holistic Approach to Addressing CBR Threats‘, persidangan pada tahun ini tersebut mengkaji skop-skop pengawasan, pengesanan dan diagnosis bagi ancaman KBR, tindak balas dan pemulihan dalam insiden KBR dan forensik serta penggunaan teknologi baru dalam bidang KBR.
Semasa persidangan tersebut, pembentangan telah disampaikan oleh pakar-pakar tersendiri dalam bidang Kimia, Biologi dan Radiologi daripada Republik Korea, India, Australia, Jepun dan Amerika Syarikat. Dalam program persidangan tersebut, delegasi-delegasi juga berpeluang untuk membuat lawatan ke Chemical, Biological, Radiological and Explosives Defence Group (CBREDG), Angkatan Bersenjata Republik Singapura (ABRS).
Menyedari keperluan untuk ASEAN menangani cabaran keselamatan bukan tradisional dengan lebih baik, Network of ASEAN CBR Defence Experts telah diluluskan dalam permesyuaratan ASEAN Defence Ministers pada tahun 2018 untuk mengukuhkan kerjasama serantau menentang ancaman KBR. Semenjak tiga tahun yang lalu, rangkaian tersebut telah membawa pakar-pakar pertahanan KBR daripada negara-negara ASEAN bersama-sama melalui bengkel dan latihan meja bulat.
